You have 3 requirements which may not all come together in the same car.

Whatever's cheapest may not be the smallest of the easiest.

Are you wanted new or used?

Bob has a good suggestion for a used Smart car that can be had pretty cheap and is pretty easy to tow IF you get the correct model.

Other possibilities include Fiat 500s, Miatas, Minis, Sparks, Sonics, Fiestas, Focus, etc, BUT not all trims of the above models can be flat towed.

Dis you need an automatic or can you handle a standard.

Lotsa boxes to check for a toad that is right for you.

True, but the Automatic model is not the "Easiest" to tow 4 down.

(Look up the YouTube video on it.)

Lots of folks towing Jeep wranglers out there and for all intents and purposes in a 2 door they are pretty much a 2 seater. Shopping around you may find a Wrangler already set up to tow .

An older CJ (depending entirely on it's condition.): might be even easier to set up for towing.
Get warn locking hubs for each wheel: unlock them, put the transfer and transmission in neutral. Nothing will be moving in THAT drive train!

It’s really tough to find a decent inexpensive Wrangler though! I looked at quite a few that were 10 years old with 100,000 or more miles that still cost more than $12,000.

most 2013-2015 or so Ford FIESTA and FOCUS models, with automatic transmissions, are easily towable - put into neutral and tow. I've had one of both and towed easily over 50,000 miles each.

yep, and certainly easy to find, and economical to buy... when I purchased our used 2014 Fiesta in late 2014, I built into the purchase the mandate that the dealership include the installation of my Blue Ox towplate and integrated brake wiring. They used a 4-wheel 'accessory' shop a block away, and the included cost was $300 - all work done, and all work 'worked'. We circled the country with no issues.
When I purchased our 2014 FOCUS in late 2017 after returning from Alaska, I found it at a 'rebuild' shop in Lake Okechobee Florida. He had several, as this is his business - buy totalled vehicles from auction, mainly with body damage only, and flip them after repairing them. I had a local 4-wheel accessory shop near my home in far N Georgia handle the install of the baseplate and tail wiring for, yes, $300. Still works great to this day.

Ah but watch out for transmission problems on thos same Fiesta and Focus's.

Ford had tons of issues with that dual-clutch automatic trans.

Y r correct JamieGreek the transmission on my 2013 Focus does some strange things from time to time. I have been towing behind my 2018 Hurricane for over 2 1/2 years. Paid 5K for it. It weighs about 2,900 lbs. can carry about 900 lbs. It’s perfect for what we wanted for.

2014 Honda CRV

I'm looking at 2014's and earlier Chevy Equinox and Honda CRVs. Very little mods required, manufacturer approved.

We’ve been towing our ‘08 Toyota Yaris for a few years. It’s standard shift, so no problem with flat towing. We’ve had the car since new & it doubled as my commuter. They’re fairly inexpensive on the used car market.
