Unfortunately if you already checked and replaced the fuse the volt meter is the next step because there issue will be one of three things. It will be the switch, the wiring or the mirror itself. You can either break out the meter and troubleshoot or you can become a changer and prayer (change a part and pray it fixes the problem). The other option is to pay someone to do the troubleshooting and repair.
Then there is what I would do which is buy a new mirror and talk the dealer into throwing in a motorhome. That would, however, probably be an expensive mirror.
Maybe someone else has another idea. Let us know what happens.
