Roof vent covers?

We have four roof vents on our Outlaw 29H
One up by the overhead bunk
One over the kitchen
One in the Bathroom
One in the garage/rear sleeping area.

The first two have covers over them: the other two don't.
Would there be a reason for this?
The one over the garage: that one will definitely get a cover!

I wondered if covering the one over the bathroom might just collect moisture, and cause trouble... Could this be true?

Always had a vent cover over the bathroom, never collected moisture.

Thanks!
I guess that it was just a cost-cutting measure...
