The closest is liberty harbor. It is not much of a campground, more like a parkingblot with hook ups. But it is in the shadow of the city.

I am sure what state you are traveling from but NY has travel restrictions. If you are traveling from a state on the hot list you may not be able to make a reservation and will need to quarantine for 14 days when you arrive.
There is. KOA in Newburgh and in Deerpark. I suggest both of them. I think they have shuttles to the city, are a quick drive to the train and you can just drive in.
My favorite campground in NY is Turning Stone RV resort. In one of the most beautiful areas in the state and has shuttles to the casino.
