can someone please tell me how I know when the hot water tank is full and the temp is right

Turn on the hot water faucet when the water come out in a stream than it is full. The hot water heater has a set temp. Trun on the Faucet and feel the water some times have to run it a little bit to get from the heater to your location. Just like your house.

There should be a switch on the control panel, likely near the door for operation on either electric or LP
(unless of course it's not duel function)
If it doesn't seem right....
like not hot water
or a little shot of hot then cold.....
then your bypass valving might not be set right
(you'll see some valves and some tubing..... water in the heater, water out of the heater, and a short tube with a vlave in the middle that connects the inlet and outlet. The connection should be closed, the others open)

Perhaps the easiest way to ensure the hot water tank is full (when cold) is to pop the temp overflow valve at the tank and see if any water comes out. I always check to see my tank is full each trip before heating it up the first time.

When the water lines have been pressurized, either through city water or the water pump, open the kitchen sink hot water faucet. When the water runs evenly, turn on the water heater. Close the hot water faucet and wait about 3-5 minutes. You should see plenty of scolding hot water at that point.

I don't know that 3-5 min. will produce any scalding water, even running it on electric and LP at the same time.
Maybe 15-20 min.
