I carry my scooter on a “motorbike hauler” rack which fits into the trailer hitch receptacle. I'd suggest getting a $12 hitch stabilizer that prevents the rack from wobbling.

My dad used to put a cargo caddy into his hitch receiver. It shook so violently; that he had two large nuts welded to the side of the receiver. He then drilled holes through the receiver wall, and had it tapped so that he could tighten everything up with a couple of bolts.
