The question that needs asking: what is missing from the system,

I am certainly not an expert in this area, but it appears that the missing parts generally are those that connect main box to tow car. According to installation instructions which I have the following parts are missing:

650898 break away switch
650900 break away wiring harness
8602 break away cable
88400 Brake-Lite Relay




I must sell main unit on an as is basis since I have never used it.
