Well if it was me I would take the old bolts to HD or Lowells so they can match them with the correct size (but you might have to use allen keys instead of Torque bits to remove them). The cover you can clean up an repaint or use any size scrap metal as long as you make the holes line up.
Unless im missing something (like you dont have them at all now and this is an old picture).
In reality IMO this cover is really not even needed. Or you can put some duct tape over to keep dirt out?
