Yup. This is where I live. We have quite a few inconsiderate people here, sorry. I usually stop at Pilots of Flying J's as they usually have parking for an RV and don't need to take up a truck space. Once in a while, they can get noisy as well though.

I've had great luck staying at Walmart's all the way across the nation. Most all of the ones we've stayed at have been quiet and clean and of course they're open all night so they are awful handy. A couple of the Walmarts we spent the night at, we're very high-class, believe it or not... One of them even had piped-in music in the parking lot, nice and low and very relaxing. We very much prefer to stay at Walmart's rather than truck stops or rest stops
The problem with the Walmart that the OP stopped at is that it is located in Newport. While Newport is certainly not the dregs of the United States, it is a lower-income area. There are the normal amount of youngsters living in that area, with vehicles of their own... But not a heck of a lot of jobs to keep them busy. Within 1/2 Mile of that Walmart is the local theater, and I'll bet the last show let out when the rukus in the Walmart parking lot happened to start up. Normally, that Walmart and that area is quiet. As far as anchors down RV park goes, I've never been there amazingly enough, with me actually living here... But I've heard a lot of feedback on the place and my husband did drive through it and everything I've heard is that it's fantastic. I just can't bring myself to actually book a stay there, since it's within 5 miles of my house.
