That's a good question. EZ-Pass, although one of the most inter-reciprocating toll systems in the US, is still a bastardtized system. Some states issue a transponder for the weight of the vehicle; some states issue a transponder for the # of axles on a vehicle; some states count the axles as you go through a toll.
Florida's SUNPASS system is an axle counter. So you get charged based on the # of axles that go through a toll. You have a single transponder that can actually be moved from vehicle to vehicle if it's the portable style instead of the sticker style and whether you are pulling a toad or trailer or not is handled automatically.
So now SUNPASS has joined the EZ-PASS system with their new SUNPASS PRO which works great for 2 axle vehicles, but if you have more than 2 axles you are referred to the NC QUICKPASS site to get a transponder based on the number of axles you have. So with a bare MH you have the SUNPASS PRO, pulling a TOAD or BOAT or other trailer you may need a 3 axle or 4 axle QUICKPASS. WTH? How many transponders does it take to travel? And then you'll probably need another transponder just for your TOAD?
AFAIK the EPASS UNI from Central Florida Expressway Authority does not require multiple passes for different axle circumstances.
No clue about the WV EZ-PASS.
