If there is hot water say in the kitchen and cold water comes out of the shower but hot doesn't it could be the hot water knob in the shower or the hot water line is kinked. do you have hot water in the bathroom sink?

Have you closed off your Bypass valve?

Take another picture like Post #13

It may sound confusing but you turn off the Bypass when dewinterizing; and you turn on the Bypass when winterizing.

- Bypass off is Valve on bottom perpendicular or across the line but the other two lines are perpendicular

- Bypass on is Valve on bottom is inline but the other two lines are perpendicular

It doesn't get hot on LP or electric?
If by chance you turned the electric on, even for a few seconds, before the tank was filled the electric heating element is toast & the water will never get hot in the electric mode, replace the heating element, but should still heat up on LP.

No water anywhere my guess is the valve on the hot side is bad. Is the red line above the valve going into the tank hot? (Be careful) if it's hot and cold below the valve the valve is broken. If the water heater isn't hot you have a problem with the water heater itself. Did you turn on the electric element before filling the tank, did you try running it on gas

Going back you said you tried running it on gas and nothing. Did the water heater light? is there water in the heater. if the cold water valve was bad the water wouldn't fill the tank. But you had the by pass open before and that would have back filled it. If the tank is getting water from the cold side and you pulled the relief valve on the water heater hot water should pour out fast if it doesn't the cold water isn't letting water in( the blue bypass valve bottom pipe would need to be off or it would back feed. if HOT water keeps coming the cold valve is good. at the bottom of the heater on the hot pipe I see a hand removeable nut going to the inside of the unit. if the water is turned off and you disconnect that nut and put a bucket or something in front and have someone turn the water on it should pour out real fast if not the hot valve is bad on the red pipe

Yes they make an adjustable thermostat. YouTube has a video on how to install it

I have never seen a tank mounted in that position before, must be really hard on the gas burner.
