Bob, Before taking off the cap. I would drill an 1/8" hole in the cap. This would give you an idea if it is under pressure? You could run a self tapper back in hole to seal back up. How are you going to get the cap back on if it's a gusher? Or could be..."oil that is black gold Texas tea".

It means the 4 inch cap is basically soldered on - brazed is the correct term. It is an MJ cap and they come in many forms. It all depends on what the local code is/was. Most local sewer codes require 3 cleanouts. One inside the home, one on the owners property and one on the city property. The city property one may be on the owners property depending on the code. UPDATE:
Some cleaner pictures; after the rain got done with it...
those tabs on top are the top of the bolt, and there care some pretty big nuts on the opposite ends...
They seem kind of "locked-up" due to being buried for so long. But they do spin! I guess that means that they're not clamping down tight on anything.
My buddy is bringing his grinder over this week, and we'll take care of them...

As an earlier poster mentioned - these are T - bolts with nuts underneath the
flange. There is a beveled rubber gasket on the pipe that seals the caps when
tightened - don't drill any holes in the cap or you will be buying another. It is cast iron, so is not brazed or soldered. You can spray W-40 on the bolts and nuts prior to unscrewing - as long as you aren't in soil that is corrosive, they only get some surface rust but can be re-used. Dig it down enough so you can get a socket on
it to unscrew - remember - it needs to go back on. We worked on similar fittings
when I used to work fire sprinkler systems. Brush on some Crisco or similar vegetable oil on the rubber gasket after cleaning to reinstal. Hope this helps.

It looks like a city installed back-flow device. They probably installed it because there is a danger of back-ups due to slight slope or you have a lot of houses above your grade. I would not drill into or break the bolts without consulting the city or you could have a nasty surprise in your house if a back-up occurs.

Backflow devices are always above grade to enable testing and maintenance. If
the sewer drainage in your area is the standard gravity flow you don't have to
worry about water gushing out - if so, your showers wouldn't drain nor would
your toilets flush. The main lines are buried way below the slab or grade levels to enable the flow to them. It looks like that was a temporary cap for a cleanout
that wasn't removed for what ever reason. The fact that it is cast iron shows it is
dated. JMHO

Bob don't open that cap. Jimmy Hoffa is stuffed in there or it's a secret government nuclear waste dump access port. Either way it's gonna end up costing you money.

Have your plumber friend open it up. Sometimes sewers are under pressure so you just never know what might occur when you open it. If it has issues upon opening at least your plumber friend will know what to do.

Then again you're from New York so maybe you could just "faget aboutit"!

There's a rubber gasket on the outside of the "tube", and it matches up to another one on the inside of the cap.
It's a straight shot down into the abyss!
