New Catalytic Converter Law
Indiana has new law that went in effect 3/14/22, that only allows one cash purchase of a catalytic converter per day AND with a limit of $25 per sale.
"This limits cash payouts for detached catalytic converters at $25 per transaction per day. Lawmakers say this will reduce the incentive for thieves. The law also states only salvage recyclers licensed with the Secretary of State’s office can buy or sell catalytic converters."
What do you think, will it work, will other states follow suit?
If nothing else, it makes it easier to find a shop in violation of this new law by randomly have a few people try to sell converters from same shop the same day. I didn't catch the penalty, but if stiff enough; it has a shot.

True statement about the under the table transactions.
There will always be some in society that will scoff at our laws.
However with a new law it should make it harder to find buyers for a POS thief!

How it works:
In almost all states
Copy of id
Signed log book
License number of the car that transported the sold converter.
Very much like pawn shop rules.
All the evidence of theft is right there.
But
This is a subsidized income plan instigated by local governments.
A crime which affects, initially, only very few people and the payout is from an insurance company(in the case of anyone with comp insurance) probably far far away. Cash to the junkie/junker, an added person employed at the salvage yard, an extra truck load a week for the driver, an extra trainee at the insurance agent, two extra cops to take reports instead of action, three stories a month on local news, a 'converter czar' at state government level, on and on.
It's a crime which weighs pettily on society and 'employs' unemployables.
Condemn this law for the 'shut up' the bill writer hopes it Will be.
It does less than nothing but certifies loose, unexplained converter sales as a viable transaction.
Counter:
'Sell us a $25 converter, get two free $100 Bill's
'Sell us two unrelated converter halves, get $150 per half! NO LIMIT(a big specifically designed, hole in the law as shown)!'
This simpleton law is written to make people shut up, not to cure this subsidized income source.(and as a 'hey lookat me' political point for the bill sponsor.)
There isn't one person amongst our incapable selves here who couldnt have worded it better/more effectively in less than 5 minutes.

100% agree.
An easier and cheaper solution (for the consumer) would be the eliminate the laws that make the converter a requirement...
But since this represents more power to the people (including horsepower!) and less power to politicians you know it will not happen...

The thing is - if any of my CCs are "transacted by illicit entrepreneurs", I don't need to be in any hurry to replace it... the motor vehicle exhaust laws in Ohio where I live are nearly non existent... and are NEVER enforced. Many have literally straight pipes you can hear for miles away. I'll just blend right in with the loudest V-10 exhaust note in the neighborhood!

We’ll, it’s a start. But there are a great many unscrupulous “recyclers” who already know they are breaking the law. Will one more law make them stop? And, in any case, it’s just the one state. A short drive to Illinois - which is a thoroughly corrupt state - and the law doesn’t apply anyway.

Where I take my recyclables the camera is running and they fingerprint you.It has worked to catch copper thefts ect.

This is one reason I prefer high end professional bible toting thieves to steal from me, they are more inclined to follow the law.
Again, what they don't say is what is the penalty for getting caught? There can't be that many local recycling centers that will buy this stuff, and it would be fairly easy to set up a sting. Somebody has got to own every center and if they hold the owner liable much like the do the title owner of a vehicle in an impound, I think this will clean up soon, or as another mentioned transport the stolen goods to another state until all states got on board.

I would go with a "good swift kick in the nuts" penalty if caught.
First, because women just don't seem to do such stupid things like stealing catalytic converters... and secondly - the pain is an excellent reminder to make potential repeat offenders think about the pain of the punishment.

It won't take very long and there will be a lucrative organized black market ring. The stealing will continue only this time they will be sold to collection point thieves who will in turn take them across state lines to sell by the truck load.

I’m guessing only “illegal aliens” work off the books. Please let’s keep the comments to the subject, and skip the politics. Maybe, just maybe, give the law a chance to work before condemning it. I haven’t seen any good information on the success of engraving the VIN numbers, the cages, etc., but don’t see them confirmed. I hope they all work.

Then you would guess wrong. Keep your biases and politics to yourself. Lots of people get paid under the table, illegal aliens is only one grouping. And being paid via a transaction "off the books" or "under the table" applies to the topic of selling stolen catalytic converters: it's already happening to avoid current laws on buying/selling stolen property and will continue/increase to get around this new law aimed specifically at converters.

The places buying them KNOW they're stolen. This is how "chop shops" survive... the whole chain is corrupt.
This is why drugs won "the war on drugs". As long as there's an unchecked demand for them, no amount of playing "catch the thief" will have any effect.
Either eliminate them from cars, or make them so cheap it's not worth the effort.
