We currently live in a modular home in a 55+ rv resort in Arizona after fulltiming for 10+ years. We own the house, but pay monthly/annually lease, NO HOA fees, on the site. The lease pays for trash & upkeep on the park & all of the facilities.
This park has NO HOA, if it did we wouldn't be here. The owner & park management are much easier to deal with than a HOA board. Stayed in a co-op park/resort prior to here & what a PITA having to get approval from each seperate group of board members, most didn't have a clue to what they were doing, to do anything at your site, never again.
They have annual rv sites as well that if paid annually the site is yours to come/go as you chose with the stipulation that if someone chooses to put a house on that lot you'll be assigned a different site, houses trump RVs.
As for financing, check with park office/sales, they should have contacts. Because you don't own the site it can be difficult to find financial institutions, but there are those that do.
We can highly recommend this lifestyle, lots of great people, plenty of activities even during the summer. During the winter this place totally filled, houses & rv sites, from about mid September to May 1st.
This SO much better than living in a residential neighborhood!
