safe-t-plus install on an ace

trying to install a 41-180. instructions aren't so good. can anyone tell me what the anchor bracket bolts to? i know the angled side of the anchor bracket goes on the driver's side.

also, does the stabilizer bolt to the inner hole on the anchor bracket or to the outer hole?
