Tow question

On previous trips I have chosen between towing my car with a tow dolly or inserting a cargo carrier and hauling a freezer (50-100 lbs). Looking for a way to do both, without sacrificing safety. Anyone have experience with pass through cargo carrier or bumper mount cargo carrier.

E-trailer has dual hitch receiver that would work. There is a "Tandem Tow Dolly but it is somewhat expensive.
