Hurricane 29M Ladder Repair

The bottom two screws came loose on the ladder. How do I tighten them?

The ladder screws go into a wood core in the fiberglass rear cap. The permanent fix is to through drill and use a machine screw with a fender washer and nut on the back. You can fill the screw hole with epoxy and redrill the hole for the wood screw, but that has never worked for me.
