My MIL got a notice like that from Florida one time. It was a simple phone call to tell them their plate read was incorrect and they removed the bill.

I got something like that from PA one time. I was able to show where they scanned my EZPass getting on the highway but didn’t scan it getting off.

"Statement says this is for the period June 9 - 22. We were not in Virginia then"
"No, it's for June 3rd"
"Statement says June 9 - 22"
"The statement must be incorrect"
"Then please send me a corrected statement"
Figure if I have to pay, I'll at least suck some postage out of them.

My FIL got a pic with a partial plate. The car color and only 2 of the 5 visible characters matched. And he was over 400 miles away at the time. Guess they sent the bill to every grey car in California.

Send a photo of the real plate on your RV
I got the same for someone driving some Honda looking exactly like my RV plate number and it was in No Cal when we were in So Cal. I went outside, took a photo of my "RV" with my plate and sent it to them. No charge.

Had this happen several years ago with New York State, at the time I lived in Illinois. Sid I needed to pay a toll and IIRC a $25.00 penalty, sent letter back that I had never been in their state. Well they really wanted the toll and sent back a picture of the plate. Told them I did not have any vehicle with that plate number. I also went the Illinois BMV and they were no help at all, said I might as well pay.
The plate number did ring a bell and I found a picture of a car I had sold several years before with the plate number. It turns out Illinois will issue the same number car plate and truck plate. The truck plate is clearly marked as a "B" truck plate. Sent back their picture along with my car plate picture and a bill for $25.00 for educating them on how Illinois does plates. Never did get a check. Jim.
