This roof item is above the fridge on a 2019 Thor Compass 24TF. Could it have something to do with cooling the fridge while using propane?

Actually, your refrigerator uses heat to cool..... either a 120VAC electric element or propane. This vent cap allows the heat to escape and as heat rises creates a chimney affect for ventilation behind your unit. Most important to make sure nothing blocks it at the top nor at the wall vent on the side directly below it.
If the unit sit long term and don't move, I have heard of critters making nests under the vent cap. Insects also. Using a hose to remove debris under it when you wash the roof is the best way.

As others have said it is the vent cap for the refrigerator. I use the shop vac to clean out this cooling system twice a year. It keeps the critters away and gives me an opportunity to inspect the back of the fridge.
