Fresh water tank problem

Fresh water tank (portable water) will fill while hooked up to city water. What would cause this?

A leaking one way valve on the water pump head.

Some water systems in RVs that's the way you fill the tank. You don't indicate what RV you have but in many there is a wet bay with various connections and valves. Depending on valve selection the fresh water may go to the house and provide city water, or fill the fresh water tank.

I agree with Beau388. I replaced my old pump with a new one that did not have a check valve (one way valve). I didn't know it was missing a check valve until my fresh water tank overflowed all over my campsite.
