I would think that if the fan was made to be charged by USB then there wouldn't be an overcurrent issue.
I don't know your coach but most stand-alone USB charging stations are powered by 12 VDC so GFI probably doesn't come into play.
Any chance the USB is good and the fan died?
Otherwise, pull the plate and check the voltage. You may just find a loose wire connector when you do.
Ohh, and AMAZON has all kinds of 12 VDC powered USB charging plates.
