Welcome to the forum.

What kind of rig? Info would be helpful. Mine does when the water pump is running and the water heater is not bypassed.

When I hooked up to city water line I could hear it fill up. But it did not fill up when I put water in fresh water tank. How should I have done that? (I am super new here)

Was the water heater already full from being connected to city water? If not did you have the water pump turned on?

Also crack the pressure relief valve to expel any trapped air or open a hot water faucet.

Heater was empty. I had just dewinterized. But I tried water pump on and never heard the heater fill up till I attached hose to city water

The flow from city water will be much higher than the flow from your water pump. You will only hear the water heater fill up one time. Once full it will stay full unless you purposely drain it.
