I have the upgraded 15,000 A/C w/ heat pump.. When I close off all the output vents on the distributor unit in the ceiling, I receive little to no air flow from any of the ceiling vents throughout the MH. Before I pull the shroud off to see what’s up I thought I’d ask for some input.

try page 13 with the center divider issue on most models
you need to remove the cover and add duct tape to keep the divider sturdy so that the air is properly flowing
there's also some mods inside each ceiling vent that can be done to enhance airflow that's discussed.

Ones that just distribute air through their attached inner cover.

I'll take the shroud off on the inside of the MH and check for proper operation of the diverter.
For clarification and declutter here, no, the roof AC was never changed out. The Vegas comes with a 13,500 or 15000. Im not sure if it's a heat pump or strip. It doesn't matter for my problem of "air flow"! The MHs have a strange to me installation whereby the plenum on the inside would indicate a stand alone install, yet these MHs are also ducted with vents all along the ceiling. Seems stupid to me but it is what it is.
Thor Owners page along with my VIN shows this as having an Airxcel roof air unit.. I have a Dometic 15000 btu brisk model with heat pump. I’ll have to call Thor to figure this out.. Regardless, I’m sure my low air flow problem will be solved once I get the plenum apart.. Be nice if I had a Dometic manual in my owners bag.. Bought this MH used..
This pic shows a Dometic labeled plenum. I also have ceiling ducts and vents. Not at all what was on the roof and ceiling of my previous Tiffin 36LA..

I suspect you're right, but he still uses the term "heat pump" in his latest post.
Two vastly different things but it doesn't apply to his current issue.
It sounds like he may not have the OEM unit but what he does have by his picture is a Dometic Duo-Therm RV Air Conditioner Air Distribution Box (ADB) which is a Non-Ducted unit.
I highly doubt your “guess” as to what model/series Dometic I have is correct. Geeesh, the plenum in the picture is the same plenum used on the brisk ducted/non ducted series..
When I get off the road I will certainly enjoy updating once again!

Did you look at the link I posted? It specifically says the ADB in YOUR picture is NON-DUCTED. That's not a "guess".
Have a message into Thor asking for clarification/understand on my AC and heat pump unit. Maybe someone who actually owns a Vegas/axis will chime in here rather than someone posting condescending gifs and bs guesswork..
Here is what’s on my roof.. It’s a 15k btu w/ heat pump that can be installed in a either a ducted or non ducted application. Why the plenum on the inside looks the way it does will have to be answered by Thor. Unless a previous owner did this. Regardless, the Vegas is a DUCTED environment so maybe I can fix this..

That’s not a ‘15 Vegas OEM unit
Was either installed at the dealer at the new in-service date, or later as a swap-out for the original Coleman Mach
That’s why we were having a difficult time guessing prior to your photos.
Bottomline, that’s an expensive upgrade that I would love to have in my rig
Hopefully you can find out why you’re not getting normal ceiling vent air-flow.
Yeah, it’s a nice unit..I want to know it’s origins but in the meantime, I should just shut the heck up and take it apart and fix whatever is preventing air from getting into the vent system.

An accurate name for your A/C unit would have helped (Brisk model is not Penguin model)
The solution to your problem is to purchase and install the Dometic DUCTED ADB for your unit.

The fact you have a non-ducted ADB which will cost you money to resolve?
