Winter heater on black and gray tanks

I do not think my heater worked on the tanks last year. Does anyone know how to check the system before it gets cold again?

The breakers are typically installed whether the heating pads are or not

Physical check to verify heat pads

Have some liquid in both tanks before turning or flipping the breakers on

A few units have thermostats or snap disk or even thermocubes but many simply have breakers

If you only have breakers the pads will be warm after 15 minutes or so
