If you are reading 120 vac on the breaker, at the point where the black wire connects, the breaker is passing voltage and there is probably nothing wrong with it.
When that cable leave the breaker panel, it should go directly to the A/C unit control box. It has no reason to connect to anything else in between. Before you decide that you don't have power to that box, be sure you are reading hot (black) to neutral (white) at the breaker panel and hot to neutral at the A/C controller. Don't cheat by touching one of your multimeter probes to frame ground. If you have power at one end, but not at the other end, you have a faulty cable, but that is very unlikely.
