As you noted the furnace uses 12 VDC for the fan and the A/C uses 120 VAC.
The thermostat uses 12 VDC control power to control the operation of the furnace and the A/C.
The thermostat get's its 12 VDC from the furnace - so if the furnace's "reset" switch is off or if the APPLIANCES fuse in the Power Center is blown then neither will work.
Remove the outside cover to the furnace and check connections to the "reset" switch for the presence of 12 VDC to ground.
