Converter humming.

Hi everyone,
I'm having a problem with my electrical.
The main issue Im having is the coach batteries not charging on generator or shore power. It charges on the engines alternator but nothing else.
Its a 94 thor pinnacle gas powered. Its also a 30 amp setup.
With hitting the use button by the entryway the 12V system works in the RV and if I turn the breaker off for the converter power goes out so its working in the aspect of making the lights work however no charging the batteries. I've also noticed I have a loud hum coming from the charger similar to the hum a large electric transformer for the power company for my house would have. The hum is loud enough with the RV parked next to the house I can actually hear it in my house if nothing is on.
The converter being in a compartment inside the floor of the RV I would think it shouldnt be that loud.
Are my thoughts that something isnt right wrong? And where would I start troubleshooting this.

That's what I was figuring it to be. I'm fairly certain its the original or one about tge same age, so an upgrade is overdue.

So not sure why but the light that says its in use mode on the use/store button comes on when you plug into shore power. Great power to everything with it on but no charging the batteries.
Just for giggles I pushed it and the batteries started charging. However my battery gauge shows the charger is putting out about 12.6V and .3 amps. Replaced the batteries thinking maybe the mismatched batteries the previous owner installed could have been the problem. It jumped up to .8 amps to the batteries. When running on the alternator from the engine its charging about 18.8 amps.
Shore power with the charger raised the batteries from 50.8% to about 52% in a matter of about 6 hours. Where as the alternator raised a set of batteries from 48% to 52% in about 20-30 minutes. So to help my wallet and gas mileage out it looks like I'll be going by the camping store tomorrow and picking up a converter.
