Electric wiring problems

Issue 1: the master "off" switch doesnt turn anything off in the RV.

Issue 2: when RV is not externally plugged into 30amp, a few things still work and a few dont. The slide, awning and lights work. TVs, external and most of the plugs inside the RV dont work. Of the outlets, only the usb charge plug and the rear radio in the bedroom has power. I assumed plugs like the passenger plug for the work station should work, especially while driving down the road???

Sounds like your getting 12V power from the Chassis battery.
There is a switch by the drivers seat that allows you to use the house batteries to start the engine if the chassis batteries fail. See if that switch is engaged.

By "Master off switch" I have to assume you are talking about the battery disconnect. It does turn the battery off. There are some things that do not go off. CO Detect. LP Detector. Radio presets. If you want those off you must install a secondary disconnect directly on the battery.

Lights are 12 volts DC. They should be off because they are on the house battery. If they are on then the battery disconnect is not off. Steps are on the chassis battery. Awning and slide probably are also. Plugs don't work because they are 120 volts. If you find one working it would be on an inverted circuit.

Have you downloaded and looked at the electrical diagrams for your rig that are available from the Thor Owner's Resource page? If not you might want to do that and take a look at what is wired into what circuits.

The only thing this switch turns "off" is charging to the batteries if you are plugged in to Shore Power (SP). It disconnects the house battery bank from the DC buss.

You have two different electrical systems in an RV:
12 VDC which runs things like the slide, awning, lights, control power for the fridge, furnace and water heater.
120 VAC like in your house which powers the outlets like in your house as well as the Air Conditioner, Microwave, electric element in the water heater, electric element in the fridge, AND the Converter - which converts the 120 VAC to 12 VDC to power the DC buss and loads, AND charge the house battery bank if the master power switch is "on".

So your RV is working as it should - you have no "electric wiring problems"

Do you have an onboard integrated Inverter?
If so, when turned-on you can get 110 volt from your batteries into the outlet plugs.

So, if you don’t have an Inverter, consider adding one to your rig.
It’s a fairly straightforward DIY project.

If the OP is saying that he has SP disconnected (I assume no gen and engine is off as well) and tried to turn off the Use/Store switch to kill his 12VDC loads (like lights, that actually operate from the coach batteries), then it might be possible that his coach battery latching disconnect relay may have failed in the latched “on” position. So on SP, or gen or engine running, the coach batteries should charge OK in that case. If you do not hear a relay operate when using the Use/Store switch for either “on” or “off” then you likely have a problem with it or it’s control system. A multi-meter (voltmeter) is worth the money for all RV owners to buy and learn how to use.

So the 2017 Vegas doesnt come with an inverter, just the converter below the fridge?

Since the USB charging cluster seem to stay "ON" with no shore or generator power, I was thinking of changing it out for a standard electric plug. Thoughts??

If the USB charging cluster remains on with not shore or generator power it is running off of 12VDC. How are you planning to power a standard electric plug off 12VDC with going through an inverter?

Which USB charging cluster?

The one in the bedroom is powered by the house batteries. Putting a standard electrical outlet in that hole won't accomplish anything without adding an inverter to your coach and wiring the inverter output to it, except remove the ability to use the USB outlets when boondocking (No SP).

And yes, the 24.1 does not come with an inverter, only the converter to power DC loads and charge the house batteries.

My phones dont charge off 12VDC, so I assume like the bedroom radio these are coming off the converter. Thus the standard plug option?

A standard USB outlet puts out roughly 5 volts give or take a volt. If your phones charge off USB they are being charged by roughly 5volts. The bedroom radio is also 12VDC. As a note, the charging adapters for your phones reduce the voltage from 120VAC to the lower voltage required to charge the phone.
