Sounds like dead coach batteries... or at least they would fail a load test...
Batteries will always ‘read full’ when plugged in to shore power - the ‘meter’ is seeing the converter voltage.
Running the engine will bridge the chassis and coach batteries which allows you to start genny...
A minute after you shutdown the RV engine is about when the coach and chassis batteries would get isolated again.
Unplug the coach - engine off - and check voltage at coach batteries at rest... and while trying to crank the genny. I expect the results will be illuminating...
