Are you certain there are no leaks? If the pump is cycling often (losing pressure) the water is going somewhere.
On ours, there is a shutoff valve in the main water line coming from the water tank to the pump. That valve is to prevent antifreeze from entering the fresh tank during winterizing. It should be FULLY open when using the tank. That may be a source of low pressure, but it wouldn't explain loss of system pressure causing the pump to frequently cycle.
There is also a check valve to prevent backflow into the tank from the pump. It might have debris stuck in it preventing it from completely closing. That could explain the pump cycling often from loss of system pressure.
When using city water neither of the above mentioned come into play.
