Gas Stove to Gas Range - Questions before Fill & Testing

So, this is a second regulator, at the tank, right?



With my previous stove, I was able to use it (the stovetop) as originally installed. With the regulator at the stove-side as I found it when I pulled the stove.

The conflicting advice and thoughts about double regulators has me

BUT, I guess I can fill up the tank with a few gallons of LPG at my local U-Haul and then test the connections with the tester, if no leaks, try to start the burner, and if it works, then dance and make love to a thousand women, and if it doesn't, engage further on this whole double regulators thing?
