Your Onan 3600 is run from your propane. If it is not cranking there is no 12 VDC getting to it. As others have tried to explain there is a 12 Volt DC breaker that looks like this near your battery compartment:



It may be either red or yellow and may be 100 A. If the flag is tripped that is your problem; push it back in.

Did I read you had to (crawl) drive through some high water that may have effected the generator and battery?
That's scary. You may have a wet control module or water inside the genny engine, preventing it from cranking.

My generator runs on gasoline not propane and will not start below a quarter tank of gas. The breaker switch is usually on the generator. Maybe you can look up a picture of the generator on line to help you find it.

The breaker on the side of the generator does not effect starting or running. It only trips when too much load is applied to the generator.

If water got into the engine portion of the genset (e.g., via the air intake), you could have a hydrostatic lock condition preventing the engine from cranking as water in the cylinder will not compress like the fuel/air mixture does. If this is the case, cranking the engine will break rings and/or cause other significant internal damage. You may want to try removing the spark plug and see if that relieves any water in the cylinder if there is a chance water got inside the genset engine.
