something like that, few others out there.
I bet I could open it with channel locks also.

Use the wrong end of any pliers.
Insert screwdriver in pliers jaw sideways
Twist.

just open them up enough to be on each side of the center knob and twist.
grease it up when you put it back in.

And
If that's just a sewer-line clean-out, it won't necessarily flow downhill.
Check with a garden hose before you use your slinky.

When you get it off, replace it with one of these:
https://www.lowes.com/pd/Charlotte-P...B&gclsrc=aw.ds
Just be sure to get the 3" one to fit yours!!
Then use a large set of channel locks. BUT... don't torque it fully, or it's a B to remove! Just thread it in so it's reasonably sealed. It's not under pressure, and it's outdoors so that will seal it perfectly so no odor escapes.
I use mine several times a year to dump/flush. Thread it out and back in every few months to keep it from sticking!

I have 3 clean outs. 2 are in the front of the house with your lowes link.
The one in the picture from me is closest to the MH and FLUSH I guess since on level concrete Walkway so no one trips. If I add the lowes one it will stick up on level walkway..

Didn't realize yours was on a drive. I busted mine a couple years ago by not paying attention... backed my truck over it. Had to dig down about two feet, glue on a 3" PVC coupling - then replace the vertical pipe from there upward. NOT a fun project in summer heat! I keep it WELL marked and visible now!

A hand-type specialty tool probably will not fit without it filing itself down on Your concrete and/or you filing your knuckles down on your concrete using it.
You'll always have these two tools and they'll remove anything with a cross bar or slot(like your plug has). If the handles fit in or around...it's going to turn.
Or
Two crescent/ adjustables wrenches work also.
Or a pipe wrench by using the backside of the jaws.
Or
A screw driver/chisel and a hammer to tap it lightly counterclockwise.
If it's too tight for my pictured screw driver solution, attach a crescent wrench to it. Whack the crescent with a hammer. Sharp little blows, then bigger/meaner if required.
And
Vaseline will work fine on the threads as will regular old silicone grease or axle grease.
I suggest the axle type grease for in Sun high temp use.
Some of us have done so much with so little for so long we can do practically anything with Damn-near nothing,

I won't buy one of those retail but the next one I see at a yard sale...yoink!
I've never noticed such a tool before.

So what do we do with all of the other 300+ tools in the tool box
What a clever use of a screwdriver and pliers
