The switch controls a latching relay so I don't know what you mean by "my voltmeter shows power going through the switch". You should hear the latching relay move (clunk) when you cycle the switch on and off. If you don't hear the clunk, the latching relay is not moving.
The negative side of your house batteries go to a frame (ground) connection.
The positive side goes to a 50 AMP DC breaker first:
If the flag is exposed, push it back in place to reset it. While you're there, push the button to trip it and reset it even if it doesn't look tripped.
Next stop is the latching relay. If it is not working check it's control power fuse. Depending on which style relay you have the fuse is either inserted in the relay itself or externally inline with one of the control power lines.
Next stop is the reverse power fuses in the Power Center. If they are blown the converter will not charge the battery and the battery will not power DC loads.
