passenger window leak

I think I have or have had a passenger window leak. I've attached a pic of the wall inside and the seal on the outside of the window. The seal seems to be about 1/2 in short. It's the same on the driver side but no leak there. The bumps on the inside wall are hard and I don't see water on the wall or floor when it rains. Any ideas on what the problem could be? Thanks!
