Battery Control Center Front Panel

I have a 2008 Windsport and I blew the radio fuse while installing a new head unit for the stereo and to my surprise, I believe the fuse is within the Bateery Control Center Box.
I've unlatched the two latches and I've frees up the cover all around the edges but the park won't come off and seems to be stuck at the latches.
I don't exactly know how those latches work but I think they are the type that when latched, compress a rubber ring that swells it and provides a water tight seal. I think anyway.
I don't think this panel has been opened even and if it is rubber sleeve or rings then they may not be shrinking back to size to allow them to pull back through the hole.
Has anyone had experience with this? Or know what the latches do look like on the interior?
