Running lights problem

Hello, I recently failed my Virginia state inspection because my middle running lights did not work. I bought 2 new ones and installed them. I passed the inspection and they are working fine. My problem is that when I’m connected to 50 amp shore power the middle ones stay on. Is this supposed to be right? If not is it a fuse? Or something worse

Has to be a wiring problem. Did they ever work correctly?
