As designed not a problem. Get another key made so you can lock the doors.

Or take the switch assembly apart and remove or cut off the pin that locks the steering. I’ve not done it on a Focus but I’ve done it on other vehicles and it’s (probably) not as radical as it sounds or as difficult as you might think. That way you won’t have to leave the key in the car while towing and you won’t have to worry about remembering to unlock the steering before towing. It’s always a worry to leave your car at a gas stop, lunch or elsewhere with a key in the ignition to tempt a thief - to whom it’s obvious that you’re far from home!

After following the Ford manual procedure last step I disconnected the battery with our built in switch under the dashboard, key released.

That is the way my 2018 Focus towing procedure works as well. Glad you found the answer.
