The First Question Is:

Why is a jeep on a dolly?

LOL. Wrong question IMHO. Why did the jeep leave the dolly? Cause and effect.

There are a few Jeep models such as the Renegade, Compass and Patriot that are FWD and can be dolly towed but not flat towed.

True, but that's not the case here:

The Second Question Is:

That's simple: someone did not install the hold down straps properly and they loosened up enough to come unhooked.

That leads to the second question:

Where are the required safety chains?

That Jeep is a Wrangler or Gladiator. I don't think there are any front wheel drive Wrangler's or Gladiator's. None of the Jeep listed above have a hood with a windshield tiedown like the Wrangler and Gladiator. I don't even think there are any two-wheel drive Wrangler's or Gladiator's. So, the question is how he was able to dolly tow his 4WD Jeep. The only thing I can think of is the rear drive shaft was removed.

Another question is, did he have a breakaway device on the Jeep?

So much for safety chains and two tire strapped downs!

Uhhh... WHY would someone actually BUY a Jeep that doesn't have "Jeep" qualities? And if you have to ask what are "Jeep" qualities...

Sometimes lifted jeeps don't track right. The jeep looks like it's been lifted 4 inches so they dolly it

Or they want to be able to back up the motorhome long distances without the front wheels of the jeep moving to the left or right lock.

Nothing to see here.
It is just that well documented Jeep Death Wobble.
Our Bronco would have stayed on the dolly.

there is a video out from a shop in Florida. The RVer put their Wrangler into 4wheel low not neutral. Grenaded the bottom end and bell housing. Left them somewhere on the road. It was brand-new.
Here is a picture of what it looked like.

If a lifted Jeep does not track properly then the lift has not been done correctly. My lifted 1996 Grand Cherokee tracked just fine. In this case we cannot say whether the Jeep is lifted I think that hood is only on the Rubicon trim level which has 33" tires to begin with. I think the jeep in the video is also too new to have any of the issues that cause death wobble.

Another feather in the cap, if you don't want to flat tow but must tow, getting a uhaul tow dolly or car trailer tow is the best all around option.

You almost have to connect the U haul dolly to tow vehicle safety chains because it has to go somewhere legit. That is in addition to dolly chains that connect to the RV. But the biggest miss may have been not stopping after a few miles to tighten down the straps. Everytime I have used a tow dolly or trailer I had to tighten down just a click or two after the initial movement.

"Death wobble" was a joke. You can't have death wobble when the wheels are on a dolly.

There are safety chains from the dolly to the TOW vehicle.

There are also supposed to be safety chains from the tow dolly to the TOWED vehicle, which this setup actually did not have.

My daughter had a Nissan Sports car, I can't remember the model but unlike many Nissan's it was rear wheel drive. She blew a radiator hose and promptly pulled off the highway and gave me a call. I told her to have it towed to my house and I would fix it. When the wrecker driver came he thought the vehicle was front wheel drive and lifted the front with the rear wheels on the ground. Put the transmission in low gear and away he went to my house. When I got home and inspected the vehicle it was apparent that the internal parts of the engine were in pieces and I knew instantly what had happened.

Started a long fight with the wrecker service trying to get their insurance to pay for the damage. They said my daughter overheated the engine and that caused the damage. Finally got them to agree that if I had the Nissan dealer tear down the engine and it was found to have been damaged by towing the vehicle in gear they would pay. Of course the mechanic agreed with me and they finally paid out $3500 to my daughter.

My tow dolly came with chains from dolly to rv. But only straps holding it on dolly. A Kia push button start doesn’t have locking steering wheel. Like DK said, I’d drive to the campground exit and always retighten the straps. After almost losing it in Holbrook AZ I found out that I needed to wrap the steering wheel with the seatbelt to keep it in place. But nowhere in the instructions does it mention a safety chain from vehicle to dolly.
