One of the biggest decisions is the braking system. With a portable, you have the option of using it between multiple towed vehicles. But you have to do a setup sequence every time you tow. Plus, there are far fewer modifications needed up front.
With a permanent system, you just hitch and go. But the permanent braking system is a more involved install process up front, with more modifications.
If you are capable and mechanically inclined, you can do the entire install of a towing setup yourself... and save a considerable chunk of change.
Many choices in equipment are personal preference, like a "non-binding" flat towbar that allows hitching/unhitching on slightly unlevel ground.
Bottom line... all flat tow setups get the job done. You just need to decide what features are worth the extra price, and if a self-install is worth your effort. Some people just want everything installed and setup ready to go, because the convenience of just getting it done outweighs the additional cost.
