Black Toggle Switch on Citation 24ST?

Hello,

Our 2017 Citation has a black toggle switch near the cable TV hook-up. It is in the bay with the water hook-ups & the power cord.

Flipping it on/off does not appear to do anything.

New owner of a 2017 Citation 24ST. I cannot locate the shut-off valve for the fresh water tank. I tried filling the tank the other day and the water was dribbling from near the spare tire...
