I finally found the ATS. For anyone that might read this in the future - it is located over the fresh water tank behind a screwed on plastic panel.

I guess I am lucky the entire rig didn't burn...

I found that on one leg of the main circuit...

I found that on one leg of the main circuit breaker I have 120V, and the other (oddly and precisely) 18VAC.

So I am guessing one leg of the transfer switch has a bad contact, etc.

I am thinking...
