You definitely want to be at least 4" off the ground, 5" is perfect. It gives your toad the protection, but it is high enough to not actually hit the ground or create enough wind to throw up rocks...

We have mud flaps behind each tire that are wider than the tires and ride about 5" off the ground when aired up. Need to be that high so they don't hit the ground on uneven ground when parked.

It sounds like that flap is possibly too thin. If it can be easily replaced, get a little thicker or poly material so it does not flap around.
