I suspect the sole purpose of those metal strips...

I suspect the sole purpose of those metal strips is to provide more of a bite for screws to go into for mounting items to the wall than just foam and 1/8" plywood.

These normally have a power ON/OFF switch on the water heater itself to turn it off...
