The top rim of the "pipe" also looks very much like the typical radiator cap rim, wide and flat.

I agree. I think you are probably correct that it is probably the radiator fill line because the oil tube in generally well oiled due to oil changes coating those inner surfaces!

Thank goodness for oil filters! I think you should replace it immediately, and spend the $80; inexpensive compared to the damage potential. Visible rust can have much smaller particulate feature size...
