Most likely you have a leak...the factory doesn't charge them. They come into the factory ready to install.

I would turn them both all the way up to start...

I would turn them both all the way up to start with and see if you get max cool and freeze. If so, adjust accordingly. If not, have freon checked...the system may have gotten damaged and leaked...
