All turning it off does is stop it from using 12v to make AC. All the circuits in the inverter are still on. The fan still cycles as the draw increases (and I have no idea why) even when it is off.

As for the inverter, if you don't have ac from the generator or shore power you would have to leave it on. Since it has an transfer switch in it...
