That is not the furnace; that is your Tankless Water Heater. Is it turned off?
I have no experience with those but I suspect that fan is there to exhaust any residual propane after a failed...

Well if a wet control board is not the culprit and you find it's not the converter fan running could it be the water pump cycling?
