If you are getting shocked (tingling, not burning) it is not from your amp unless someone connected AC voltage to the amp instead of DC voltage, which of course, would explain all your problems. If you have 12 VDC going to your amp as required, switch your voltmeter to AC measurement and see whay you get. You could have a problem with your converter not properly rectifying/filtering the 120 VAC to 12 VDC, which could also be the source of your problems.
