Well the EDPM won't rot so the water won't be an issue. Just be careful walking on the wrinkles if the temps are below freezing. It does stiffen in extremely cold temperatures and could possible crack if stepped on.

My guess is it was not properly trimmed to width when installed, but again, shouldn't hurt anything.
